Kochanova: All the laws under development have to comply with the Constitution

Natalya Kochanova said: “Dear children! I am genuinely glad to welcome you in the Council of the Republic in anticipation of the holiday that we will celebrate on 15 March. I’d like to congratulate you on this significant event in your life. It has already become a good tradition for government officials, prominent individuals, athletes, and actors to present passports to young Belarusians. This year we will celebrate the 30th anniversary since the Constitution of the Republic of Belarus came into force. As you know, the Council of the Republic is a territorial representation body, which takes care of the development of legislation among other things.”

The speaker of the upper chamber of the Belarusian parliament reminded that a nationwide referendum took place in Belarus in 2022 to amend and expand the Constitution. “Members of the Council of the Republic were directly involved in the work on amending and expanding the Constitution,” the speaker underlined. “Laws are developed on the basis of this document, which determines directions of our development and the state structure of Belarus. All the laws under development have to comply with the Constitution. Because it determines the main directions as well as obligations of every citizen. Because it explains mutual relations between the state, the society, and the person, the citizen. This is why work on the fundamental law of our country, work on amending and expanding the Constitution was very important for us.”

The nationwide patriotic campaign “We are citizens of Belarus!” was suggested by the Belarusian Republican Youth Union (BRSM) in 2004. Since then it has become hugely popular among young Belarusians and is rightfully called an important tradition of the country. The solemn presentation of national passports to teenagers underlines their transition to the adult life and allows them to even better recognize that they have become full-fledged citizens of Belarus, people who bear responsibility to the country and its laws.

The state holiday Belarus Constitution Day is marked every year on 15 March. The fundamental law determines the basics of the state administration system and public life, guarantees basic rights and freedoms of citizens, determines foundations of the democratic, social, and lawful state. it is also an important factor for shaping the civic identity and the national identity of Belarusians.
