Mezentsev: The Union State may approve the project of participation of Belarus and Russia in the ITOR

“In 1-2 years the Union State could approve a project defining joint participation of Russia and Belarus in the project of the International Territories of Advanced Development (ITAD),” State Secretary of the Union State Dmitry Mezentsev said at the Eastern Economic Forum in Vladivostok.

BACKGROUND: The Eastern Economic Forum is taking place on September 3-6 in Vladivostok, on the site of the Far Eastern Federal University. The main theme of the EEF in 2024 is “The Far East - 2030. Joining Efforts, Creating Opportunities”.

Speaking at the forum, State Secretary of the SG Dmitry Mezentsev noted that when creating international territories of advanced development (IAD), it is necessary to take into account the realities of modern life.

“Recently, there has been a serious transformation of previous practices and the entire system of international relations, which is accompanied by the breakdown of global economic ties, redrawing of markets and logistics routes, the emergence of new threats to regional and international security,” Dmitry Mezentsev said.

The State Secretary of the Union State stated that in the world there is ignoring of those obligations, which are enshrined in international agreements and treaties, diplomatic and information lawlessness on the part of some international players, primarily from Europe and North America. According to him, the ITOR is not just a proposed model of new industrial growth in this or that local territory.

“It is certainly a model of the future, which will offer the format that, being successfully implemented, as it develops, will offer not only a new system of technological chains, links, interaction of production enterprises, but also a new form of international cooperation. I think this will happen,” Dmitry Mezentsev expressed his confidence.

In addition, the State Secretary of the SU supported the position of Ambassador Extraordinary and Plenipotentiary of Belarus to Russia Alexander Rogozhnik, who noted that when implementing the ITOR it is necessary to take into account the previous experience as much as possible and understand the interconnectedness of new proposals and those tasks that have already been formulated and shaped by the heads of Belarus and Russia Alexander Lukashenko and Vladimir Putin and implemented by the teams of the governments of the two countries.
Dmitry Mezentsev emphasized that the proposals formed during this WEF session could be considered at the High Level Group of the Council of Ministers of the Union State.
“The proposal that we are discussing today on the creation of the ITOR in Primorye requires a lot of work not only on public platforms, but also in the expert field. Here, I think, my Belarusian colleagues and I will also be ready to say our word,” the Union State Secretary expressed his opinion.
He also admitted that in 1-2 years the Union State could approve a project defining the joint participation of Russia and Belarus in the project of the International Territories of Advanced Development (ITAD).
“If we all together, having supported this proposal - it seems to me, there can be no other position here - will move towards the creation of the ITOR with the participation of Belarusian and Russian partners, we would see our complicity, maybe in a year or two we would have a project of the Union State approved by the Council of Ministers, which would determine the joint Russian-Belarusian participation in such an institution,” summarized Dmitri Mezentsev.
