Model law on cross-border cooperation in Belarus-Russia Union State to be drafted shortly

We are planning to prepare the draft model legislative act "On cross-border cooperation in the Union State" in a record short time, Andrei Savinykh, Deputy Chairman of the Parliamentary Assembly of the Union State of Belarus and Russia, Chairman of the Standing Commission on International Affairs of the House of Representatives of the National Assembly of Belarus, told reporters, BelTA has learned.

The House of Representatives of the National Assembly held a meeting of the working group on the preparation of the draft model legislative act "On cross-border cooperation in the Union State" on 14 February.
"Work on the document is progressing quite rapidly. On the one hand, we do not want to rush not to miss some important elements. But it is quite possible that we will achieve a certain kind of record," said Andrei Savinykh, referring to the timeframe for preparing the draft document. “This is quite a good result. I hope that it will become a standard for bill making in the future.”
Very serious work was done before the meeting. The parties analyzed the legislation of Belarus and Russia dealing with cross-border cooperation and identified the inconsistencies or discrepancies in the legislation of the two countries.
"We looked at the forms and methods of work. We discussed the most effective areas of interaction, identified priority areas for the development of cross-border cooperation, where we could have the maximum impact both for socio-economic development and for the well-being of our citizens," Andrei Savinykh said. “This will be the starting point for further work on the draft law. The most important thing for us is that the draft law should stimulate development rather than hinder such cooperation. That was discussed in detail.
Among the priority areas of cross-border interaction, he mentioned very active cooperation, first in the manufacturing sector and agriculture, setting up joint ventures. The second, equally important element is logistics and transport. "We need to strengthen the channels of transport of both goods and people," Andrei Savinykh said and also mention ties in science and education.
According to Andrei Savinykh, very interesting mechanisms for financing various projects are being discussed, with various sources being considered: not only local budgets and the Union State budget, but also extra-budgetary funds, resources of private companies and public associations. "We want to create the most favorable environment that will allow us to implement the maximum number of projects that people need, with the minimum bureaucratic barriers," he concluded.
