Sergey Glazyev: Standards are the core of our economy

On February 27, a meeting of the joint board of the State Committee for Standardization of Belarus and the Federal Agency for Technical Regulation and Metrology of Russia was held in Minsk. Sergey Glazyev, the State Secretary of the Union State, was among the participants. Before the meeting, he told journalists about some of the results of the meeting of the Supreme State Council of the Union State held in Moscow the day before.

In particular, one of the important documents adopted at the Supreme State Council was the Resolution of the Supreme State Council of the Union State "On the Establishment of the Union State Committee for Standardization and Quality."
Union State Secretary Sergey Glazyev called standards "the core of technical and economic development" and a tool for protecting the Union State market in a context where tariff barriers (duties) are difficult to apply.
1️⃣. On the importance of standards (which is underestimated)
"This is a crucial element of both industrial policy and scientific and technological development. What our colleagues in the Gosstandart and Rosstandart bodies are doing is the foundation of our entire technical and economic development. Unfortunately, today few people understand the pivotal importance of standards in our lives," Glazyev noted.
2️⃣. On the quality of our GOSTs (it is higher than global standards)
"The standards being developed in both Belarus and Russia meet global standards. In many ways, they even surpass European standards. "Our Union State is a leader in standardization both in the CIS and in Eurasia as a whole," the State Secretary of the Union State emphasized.
3️⃣. Regarding the main problem (discipline and counterfeit certificates)
"The only problem is that the discipline in enforcing standards leaves much to be desired. The privatization of the control system in Russia has created problems: certification bodies do not always conduct laboratory tests. Certificates are often issued without them. Our southern partners in the EAEU are particularly guilty of this," Sergey Glazyev emphasized.
4️⃣. Regarding "painted scrap metal"
"The imports include low-quality goods, cheap, good-looking, and attractive to consumers, but, in fact, often consisting of well-painted scrap metal. Because if you drive a tractor manufactured outside of Belarus and Russia, you have to throw it away after one season," the State Secretary of the Union State emphasized.
5️⃣. On market protection (standards as a non-tariff barrier)
"We are bound by WTO obligations; customs tariffs cannot be raised arbitrarily. Therefore, non-tariff barriers are key today. And the main instrument of trade policy is compliance with standards and quality. Strict adherence to technical regulations by importers. If we achieve this, our factories will breathe easier," Glazyev concluded.
