Members of the Parliamentary Assembly approved the joint work of relevant ministries and outlined new tasks in the area of migration policy

On February 12, 2026, a meeting of the Parliamentary Assembly Commission on International Affairs, Migration Policy, and Relations with Compatriots was held in Moscow. The event was attended by Commission Chairman Sergei Rachkov, Deputy Chairman Leonid Kalashnikov, and commission members Oleg Gaidukevich and Vladimir Dzhabarov. Representatives of the Standing Committee of the Union State, the Ministries of Foreign Affairs of the Republic of Belarus and the Russian Federation, and the Ministries of Internal Affairs of the Republic of Belarus and the Russian Federation also participated.
Parliamentarians were briefed on the progress of the Action Plan for the Implementation of the Union State Migration Policy Concept for 2022–2026.
The document outlines specific steps to align, harmonize, and unify the legislation of the two states, develop checkpoint infrastructure, implement modern control technologies, and create favorable conditions for legal migrants.
Members of the Parliamentary Assembly's Commission on International Affairs, Migration Policy, and Relations with Compatriots noted the joint work of the relevant ministries and agencies of Belarus and Russia in the area of migration, as well as efforts to improve mechanisms for cooperation between law enforcement agencies to prevent and combat offenses related to migration regulation.
Furthermore, the parliamentarians noted that effective monitoring of the migration situation in the Union State has been established, and coordinated approaches to the social and cultural adaptation of third-country nationals and stateless persons are being implemented.
When developing the draft Action Plan for the implementation of the Union State Migration Policy Concept in 2027–2031, the parliamentarians recommended that the relevant ministries of Belarus and Russia develop relevant approaches to regulating migration processes, taking into account the current realities and challenges facing the Union State.
According to parliamentarians, the document should be based on a modern, flexible, and effective model of coordinated policy capable of transforming migration into a sustainable resource for economic growth in both countries. Particular emphasis is proposed on increasing legal migration, which requires reliable protection of the rights and legitimate interests of migrants and their families, as well as creating conditions for realizing their labor potential.
The parliamentarians also prioritized efforts to formalize uniform standards for the use of digital technologies, biometrics, and artificial intelligence tools, which open up new opportunities for regulating transnational migration flows. Furthermore, the draft Plan should include mechanisms for promptly responding to changes in the migration situation. This is necessary to avoid the social isolation of migrants, the formation of ethnic enclaves, and the risk of eroding the traditional spiritual values that form the basis of the unity of the peoples of Belarus and Russia.
