More than 13 million subscribers took advantage of convenient roaming in the Union State in 2025

Nearly 2.9 million Belarusian citizens used telecommunications services in Russia in 2025, while 10.7 million Russians actively roamed in Belarus, according to the Ministry of Communications and Informatization.

Effective March 1, 2025, telecom operators in both countries introduced new, convenient roaming terms for subscribers. Under the agreement, users now have access to 150 minutes of free incoming voice calls, 150 minutes of outgoing voice calls at home network rates, and up to 5 GB of internet at rates comparable to those in their home region.

Belarusian citizens in Russia received 27.3 million minutes of incoming calls and made 36.1 million minutes of outgoing calls. Notably, over 75% of outgoing calls (28 million minutes) were billed under the home network plan. Subscribers sent 2.1 million SMS messages, and internet traffic consumption reached 1.2 billion MB.

The Ministry noted a significant increase in traffic consumption between March and December 2025 compared to the same period in 2024. The volume of incoming calls increased by 3.4 times, outgoing calls by 5.9 times, the number of SMS messages increased by 1.7 times, and data transfer by 4.7 times.
