The head of state heard a report on the performance of the fish farming industry in 2025 and the development prospects for the current five-year period, including measures to boost the output of commercially important fish species.
Currently, fish production in Belarus is carried out by 16 fish farming organizations and over 500 business entities of various forms of ownership. At the same time, more than 80% of the country’s fish resources are produced by fish farming organizations.
Fish production in 2025 amounted to 14,400 tonnes, including pond fish – 12,900 tonnes, commercially important fish species – 600 tonnes, and lake-river fish – 900 tonnes. As Minister of Agriculture and Food Yuri Gorlov noted, with the construction of facilities similar to the Paluzh fish farm, the production of commercially important fish species is expected to be increased to 3,000 tonnes by 2030.
The head of state instructed that the statistics be clarified in order to understand the real prospects of the industry. “They gave us the figures, and we will be happy if we have 20,000 by 2030, but in reality, it will be 15,000. It needs to be double-checked,” Aleksandr Lukashenko said.

As for commercially important fish species, they are produced at six main fish farming and industrial complexes, which account for 97% of the total output of such fish. The main production is carried out in Mogilev Oblast at the Lokhva Trout Farm. In 2025, the farm implemented investment projects to build complexes for producing commercially important fish species in Krasnopolye District and the urban settlement of Khotimsk, each with a capacity of 1,000 tonnes, as well as a complex for producing fertilized rainbow trout roe in Cherikov.
At the Paluzh fish farm, the president was also briefed on the development of a technology for rearing carp in special cages. The method is based on keeping fish in special net chambers, so-called cages, installed in water bodies with a constant current or high flow rate. This allows for a high density of fish and the use of intensive feeding with compound feed.

“I have seen these cages. Putin showed them to me on lakes [in Karelia]. We went there specially. It all looks very decent. And it is very impressive,” Aleksandr Lukashenko noted.
According to Yuri Gorlov, the use of this technology is planned to be expanded if it proves itself.
“Of course, it will prove itself. And why wouldn’t it? It’s a lake within a lake – only a net is there to stop the fish from swimming away,” the head of state said.
