Call for systemic approach to implementation of Belarusian-Russian programs

Aleksei Kubrin said: “We work a lot in the area of cutting-edge technologies. More than ten programs like that have been implemented so far but they were implemented using pinpoint methods. But we work in the area of space exploration in a systemic manner. And it is important. We've already implemented seven Union State programs in the area of space technologies. The systemic approach allows making projections concerning work in this industry for the next 10-15 years. Achievements secured by all the previous programs nudged each other towards the next step.”

In his words, the ongoing Complex-SG program is virtually a strategic one. A Belarusian-Russian satellite constellation will be created on the basis of this program. The constellation will include satellites at least with the remote Earth sensing capabilities. “As part of this program we get such high parameters that we can continue building satellites for the next 10-15 years or maybe 20 years,” he pointed out.

Aleksei Kubrin stressed that the same practice should be adopted in other areas.

The official continued: “If we talk about the need to develop digitization and create our own software, it cannot be a short-term task but a long-term ideology. We would like to consider the possibility of complex ideological analysis and use it for making long-term projections across the board. It is necessary to tap into the potential of our scientific institutions, the academies of Belarus and Russia. Only these bodies have the complete volume of information about all the industry-specific directions. It is necessary to take a look at these directions in order to work out an ideology that can serve as a strategy for specific industries.”

Participants of the panel session are expected to discuss key approaches to forming the common scientific and technological space of Belarus and Russia, including the implementation of joint R&D projects, sectoral and regional aspects of innovative cooperation between Belarus and Russia, advantages and threats relating to digital technologies. Taking part in the panel session are representatives of government agencies, municipal self-government agencies, banks, commercial companies, public associations, and integration bodies. Commercial contracts worth over $35 million are supposed to be signed during the panel session.

The 8th Forum of Regions of Belarus and Russia began on 29 June to last through 1 July. Most of the events are held in the videoconference mode due to the COVID-19 pandemic.
