Belarus, Russia keen to launch joint projects in education quality assessment

Belarus and Russia have shown interest in joint projects in assessment of the quality of education. This matter was in focus of a meeting between Belarus Education Minister Igor Karpenko and Russia Minister of Education Sergey Kravtsov in Moscow on 17 November, BelTA has learned.

Belarus and Russia have already cooperated in assessment of the quality of education. In 2013, the National Institute of Education of Belarus together with the National Fund for Personnel Training of Russia with the support of the Center for International Cooperation in Education Development (CICED) carried out the research “Assessment of information and communication competence of 9th grade school students in the Republic of Belarus”.

In 2018-2019, Belarus participated in the project “Localization of tools of the Student Achievements' Monitoring (SAM) in the Republic of Belarus” that was aimed at assessing subject competences of 4th grade school students in mathematics. Belarus has held preliminary consultations about cooperation within the READ-2 program as from 2021. Preparations are underway for the secondary analysis of the results of the international school education quality research PISA-2018 with the support of Russian specialists.

“We are interested in conducting research on assessment of functional literacy of students of secondary education institutions and in expanding cooperation with specialists of the Russian Academy of Education, the Higher School of Economics, and other educational institutions that train national experts in assessment of the quality of education,” Igor Karpenko noted.

Specialists of the two countries are set to prepare a textbook on the history of the Union State of Belarus and Russia. On 22 October 2020, the Commission on Social and Youth Policy, Science, Culture, and Humanitarian Affairs of the Union State Parliamentary Assembly suggested the Belarusian Education Ministry, the Russian Ministry of Science and Higher Education and Ministry of Education drawing up a textbook on the history of the Union State. “Belarus will set up a group of experts including leading historian of the National Academy of Sciences of Belarus and higher education institutions for this project. The National Institute of Education and the National Institute for Higher Education will be in charge of organizational and methodological support,” the Belarusian education minister said.

The partied also discussed preparations for a joint session of the boards of the Belarusian Education Ministry, the State Science and Technology Committee of Belarus, the Russian Ministry of Education, and the Russian Ministry of Science and Higher Education. The session is scheduled for 14-16 December. “Taking into account its importance for the development of Belarus-Russia cooperation in education, we suggest holding the second stage of the Belarusian-Russian youth forum and the forum of rectors of the association of universities of Russia and Belarus on the sidelines of the session,” Igor Karpenko added.
