Russia’s Kaliningrad Oblast offers Belarus joint health resort construction project

Russia’s Kaliningrad Oblast has invited Belarus to take part in the White Dune resort construction project on the Baltic coast. The proposal was announced by Kaliningrad Oblast Governor Alexey Besprozvannykh at the 20th session of the Belarusian-Russian Council on Long-Term Cooperation between the Regions, Ministries, and State Administration Bodies of Belarus and Kaliningrad Oblast of Russia held at the Council of Ministers of Belarus with the participation of Belarusian Deputy Prime Minister Yuri Shuleiko, BelTA has learned.

The resort is intended to become a flagship project to develop and unlock the region’s tourism potential. Currently, the project is in the preparatory stage, focusing on infrastructure development. A loan for infrastructure has been secured in order to begin initial work.

Alexey Besprozvannykh raised the issue of constructing a Belarusian health resort complex on the Kaliningrad coast. The Belarusian side has previously expressed interest in opening such a facility. “We are ready to offer the necessary sites. Today, investors are already actively exploring our opportunities,” the governor noted.

He also emphasized the traditionally strong humanitarian cooperation between Belarus and Kaliningrad Oblast. The interaction between universities of both parties continues. Immanuel Kant Baltic Federal University and Belarusian State University are implementing two joint educational programs in Linguistics and Chemistry. In 2025, the first graduates of the Linguistics program completed their studies.

Alexey Besprozvannykh stressed that municipalities of Belarus and Kaliningrad Oblast are actively cooperating and implementing joint international projects.

The opening of the first phase of the White Dune resort in Kaliningrad Oblast is planned for 2029, with the full launch of the entire resort expected by the end of 2033.
