Representatives of the Belarusian Taxes and Duties Ministry have recently met with a Russian delegation headed by Russian Deputy Prime Minister Alexey Overchuk. “The Russian side has expressed interest in the operation of our system. We could not but respond to this request,” Sergei Nalivaiko said. “As for the Union State programs related to tax administration, the degree of their fulfillment is quite high. Two out of three programs that are overseen by the Taxes and Duties Ministry have already been fully implemented. The remaining one is underway, 3 out of 18 points of this program have yet to be fulfilled and the deadlines for them have not been missed,” the minister said.
The Russian delegation also included a representative of the Russian Federal Tax Service. “We regularly meet with representatives of the Federal Tax Service of Russia. They always show interest in our work to develop an integrated system. This meeting was a great opportunity to exchange best practices and opinions on its improvement. We have been closely collaborating with the Federal Tax Service since it was led by today's Prime Minister of the Russian Federation Mikhail Mishustin. This cooperation continues,” Sergei Nalivaiko said.
The participants of the meeting considered a possibility to set up a supranational tax committee. The establishment of this committee is envisaged by the Belarus-Russia agreement on the general principles of taxation of indirect taxes. “The agreement outlines the general features of this committee. It will include 12 representatives - six from each side. Belarus will be represented by the Finance Ministry, the Taxes and Duties Ministry and possibly other state bodies. This committee will exercise follow-up control over the agreements and program decisions that have already been implemented. In the future, this committee will work on the implementation of agreements, but at first an overhaul of existing agreements will be carried out,” the minister said.
