On the meeting of the expert group of the Scientific Expert Council under the Standing Committee of the Union of Independent States "Competition and Antimonopoly Regulation"

On September 18, 2025, under the chairmanship of State Secretary of the Union State Sergei Glazyev, the first meeting of the Expert Group on "Competition and Antimonopoly Regulation" of the Scientific Expert Council under the Standing Committee of the Union State was held on the topic of "Price Regulation in the Republic of Belarus and the Russian Federation."

During the discussion, representatives of authorized government bodies (the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus and the Federal Antimonopoly Service of Russia) outlined the key principles of state policy on pricing, as well as areas for improving the effectiveness of state policy, both within the framework of policy documents and based on an analysis of the current and future situation in commodity markets. To incorporate market feedback and ensure scientific soundness, members of the Expert Group and invited experts spoke.
The meeting discussed the fundamental approaches in Belarus and Russia regarding macroeconomic principles and public policy regarding the application of free pricing and price (tariff) regulation. The specifics of our countries' regulation of natural monopoly tariffs, as well as the specifics and rationale for price regulation in other areas, were also discussed.
Approaches to pricing in foreign economic activity between Russia and Belarus, within the Eurasian Economic Union (EAEU), and with third countries were discussed. Participants also discussed the impact of restrictive measures in foreign economic activity on the levels and dynamics of unregulated prices.
A detailed discussion took place on issues of antitrust approaches to pricing control in the Russian Federation and the Republic of Belarus.
Meeting participants discussed issues and practices for determining representative price indicators derived from trading or information exchange on trading platforms and marketplaces.
Based on the results of the discussions, the Expert Group prepares recommendations for the Standing Committee of the Union State, and the agenda for the next meetings is formed.
