Glazyev and Morgunova discussed issues of Belarusian-Russian cooperation in the field of standardization

On January 28, Sergey Glazyev, State Secretary of the Union State, met with Elena Morgunova, Chairman of the State Committee for Standardization of Belarus. Among the topics of the meeting is work within the framework of the Union State to protect domestic markets, remove barriers and ensure unhindered trade between the two countries.

The meeting participants discussed organizational issues in the work of the new Committee on Standardization and Quality of the Union State, which will include representatives of Gosstandart and Rosstandart, as well as Rosaccreditation, the Russian Institute of Standardization and the Standing Committee of the Union State. 

Currently, specialists from the relevant departments of the two countries – Gosstandart and Rosstandart – are finalizing the draft regulations on the Committee for Standardization and Quality of the Union State based on the available proposals.

According to the Secretary of State, there are few of them. The main idea is for the supranational Committee to be influential, and its powers include the widest possible range of issues related to product quality and competitiveness, and interaction with industry in the two countries.

The Belarusian side also has additions. They were voiced by Elena Morgunova, noting that the committee's activities should be strengthened in such areas as removing technical barriers to mutual trade between the two countries, primarily addressing them at the expert level, as well as protecting domestic markets from unsafe goods and preventing actions that mislead consumers. "It is very important to find compromise solutions if there are any barriers, and appropriate powers are needed to adopt them," said the head of the State Committee for Standardization.

The parties also noted the relevance of coordinating the work of the future committee with other integration associations, in particular, with the Eurasian Economic Union and the Commonwealth of Independent States.

It has also become known that the first meeting of the supranational Committee is planned to be held on the sidelines of the XIII Forum of the Regions of Belarus and Russia, to be held in Minsk and the Minsk region in June this year. The meeting is expected to approve the committee's work plan, as well as a number of standards development programs, the drafts of which have already been developed and are being considered. They relate to trucks, electric buses, microelectronics, and machine tools.

During the visit to the State Committee for Standardization, the State Secretary of the Union State was shown the capabilities of the new division of the Belarusian State Institute of Standardization and Certification, the Minsk Reference Center.

The guests visited several of his laboratories: for physico-mechanical, chemical, chromatographic, and spectrometric testing of a wide range of products.
