In particular, it is proposed to develop an agreement on cooperation in the field of state land supervision, which provides for the exchange of information on violations, joint inspections and mutual recognition of remote monitoring data. The seminar participants also noted the need to unify the conceptual framework and harmonize legislation on land control.
To strengthen institutional cooperation and introduce modern technologies, it is proposed to create a joint Coordinating Council for Land Supervision under the Standing Committee of the Union State.
An important initiative is the creation of a Single Geographic Information Portal of the Union State for Land Resources, which will combine cadastral maps and monitoring data from the two countries. It is also proposed to establish a regular exchange of data on risks and violations between agencies and establish a mechanism for joint oversight activities in border areas.
In the field of the development of the agro-industrial complex and science, the recommendations include the development of a joint program to combat land degradation and desertification, as well as increased involvement of public and private investments in the modernization of agriculture. Special emphasis is placed on the need to support scientific research and develop partnerships between scientific institutions and agribusiness to train personnel and create new technologies.
The implementation of these measures will strengthen the regulatory framework of the Union State and increase the efficiency of land use.
