Chebotar: Proposals to expand the Union State goods list will be submitted this year

Following the meeting of the Council of Ministers of the Union State, Minister of Economy Yuri Chebotar gave his forecasts on how the list of goods with the status of "Goods of the Union State" will be supplemented. 

“The ‘Union State Goods’ status has already been granted to 15 products,” the minister noted. “This includes products from BELAZ and MAZ. Currently, the regulators — the two ministries of industry — are considering expanding the list. The goods will be checked for compliance with the criteria. I believe that colleagues will submit their proposals by the end of the year; I expect the list to be expanded by three or four items,” Yuri Chebotar said.

REFERENCE: The “Union State Goods” product status was introduced by Resolution No. 4 of the Council of Ministers of the Union State dated 2 February 2026 to protect the common market of Belarus and Russia and to support local manufacturers.

Key criteria for obtaining the “Union State Goods” status:

- The share of Belarusian and Russian components in the product’s value must be at least 50 % (with at least 25 % from each country).
- The product must meet the requirements of Resolution No. 80 of the Council of Ministers of the Republic of Belarus dated 14.02.2022 regarding conditions, production, and technological operations (or Russian Resolution No. 719).
- Compliance with the declared Union State standards and successful completion of the required tests.

- Priority in public procurement in both countries.
- Preferences and support from relevant ministries and agencies.
- Strengthened image as a “quality product” manufactured within the framework of deep industrial cooperation, which provides a competitive advantage over imports.
