Belarus-Russia union's next year's budget drafted

A working group has finished drafting the budget of the Union State of Belarus and Russia for the year 2021. The results were discussed at a videoconference session of the Budget and Finance Commission of the Parliamentary Assembly of the Union State of Belarus and Russia on 5 October, BelTA has learned.

According to the source, representatives of the Parliamentary Assembly of the Union State of Belarus and Russia took part in a discussion about the main parameters of the draft budget bill. The MPs stated that the Union State budget finances 12 programs this year, four of them are nearing completion. The development of seven new programs continues. The MPs expressed concern about the lack of specific deadlines for reconciling the new programs. The relevant commissions of the Parliamentary Assembly of the Union State of Belarus and Russia as well as government agencies were advised to discuss progress of the reconciliation procedures. The matter of the draft Supreme State Council decree on the Union State's next year's budget is supposed to be added to the agenda of the next session of the Parliamentary Assembly of the Union State of Belarus and Russia.

Participants of the videoconference session discussed progress in executing the Union State budget this year. The MPs were generally satisfied with the budget execution. Incomplete spending was primarily caused by events being canceled or delayed due to restrictive measures necessitated by the epidemic situation.

The MPs discussed progress in improving the system for keeping records of the assets, which are created or acquired at the expense of the Union State budget. The lack of a proper system to keep records of the assets created as a result of Union State programs has been repeatedly emphasized at various events of the Parliamentary Assembly of the Union State of Belarus and Russia. The Federal Agency for State Property Management was charged with organizing the accounting of assets in Russia. Since the Parliamentary Assembly has received no reports that the work is over, the MPs suggested adding the item to the agenda of the next session of the High-Level Group of the Council of Ministers of the Union State of Belarus and Russia.

Representatives of the Standing Committee of the Union State of Belarus and Russia, financial and economic bodies of Belarus and Russia, government agencies and ministries that act as state customers of Union State programs took part in the videoconference session.
