Belarus, Russia to develop common digital space in construction

The discussion focused on bringing Belarusian and Russian construction requirements closer together, digitalizing the regulatory framework and further developing cooperation in the sector. Participants considered the creation of a common digital space in construction that would enable users to work with the regulatory requirements of the two countries in a comparable format. Particular attention was paid to the mutual recognition of conformity assessment procedures and proposals that could be included in the main areas of Union State integration for 2027-2029.

One of the topics was the prospect of creating a common digital register of Union State construction requirements. The resource is seen as a tool for systematizing regulatory information and subsequently making it available to designers, experts, manufacturers of construction goods and other market participants. The development of common quality infrastructure is already part of the Union State agenda. In February 2026, the Union State Standardization and Quality Committee was established. Its tasks include creating a Union State standards fund, preparing proposals to harmonize legislation, and developing technical regulation tools.

A significant part of the discussion focused on the quality of construction materials and strengthening state control. A new mechanism of federal state control over compliance with mandatory requirements for certain types of industrial products came into force in Russia on 1 September 2026. The scope of supervision includes, among other things, cable and wire products, cement, construction mixtures, heating appliances and a number of other products used in construction.

The relevance of the issue is confirmed by the results of an experiment conducted in Russia to control certain types of construction materials. At one stage of the inspections, 67% of the products examined failed to meet mandatory requirements. The experiment covered cable and wire products, cement, dry construction mixtures, and heating radiators.

The issue is of practical importance for Belarus given mutual trade in construction goods and companies operating on the common market. Bringing requirements closer together and sharing information on control results should reduce the risks associated with products that do not meet established standards entering the market.

A separate part of the discussion was devoted to digital tools for working with regulatory documentation. The agenda included the concept of the Union State Stroiexpert platform, which provides for the use of digital construction requirements in design and expert review. The project is seen as one possible practical step toward the use of machine-readable standards and automated verification of design solutions. The platform concept had previously been announced for presentation as part of the BUDEXPO business program.

The BUDEXPO-2026 international architecture and construction exhibition is taking place in Minsk from 16 to 18 September. The exhibition covers key areas ranging from architecture, design and engineering to construction materials, machinery, equipment and house-building technologies. The business program includes more than 25 events. Particular attention is paid to digital construction. A significant part of the program is also devoted to housing construction and the development of construction standards.
