Belarus, Russia outline standardization, quality priorities for 2026-2027

The Union State Committee on Standardization and Quality has approved its work plan for 2026-2027, BelTA learned from the press service of the State Committee for Standardization.

The second meeting of the Union State Committee on Standardization and Quality was held via videoconference on 18 August under the chairmanship of State Secretary of the Union State Sergei Glazyev. The meeting was attended by Chairperson of the State Committee for Standardization Yelena Morgunova, heads of several departments of the committee, and representatives of the Belarusian State Institute of Standardization and Certification (BelGISS), the Belarusian State Institute of Metrology (BelGIM), and the Belarusian State Center for Accreditation, as well as relevant Russian agencies.
The meeting was held as part in furtherance of the resolution by the Supreme State Council of the Union State “On the establishment of the Union State Committee on Standardization and Quality” dated 26 February 2026 and the resolution by the Council of Ministers of the Union State dated 21 July 2026, which approved the regulations governing the committee.
The meeting addressed key organizational matters related to the work of the new body within the Union State framework.
In particular, the nomination of Chairperson of the State Committee for Standardization Yelena Morgunova as Chairperson of the Union State Committee on Standardization and Quality for a two-year term was approved. The appointment will soon be formalized by a decision of the Council of Ministers of the Union State. Anton Shalaev, Head of the Federal Agency for Technical Regulation and Metrology (Rosstandart), and Adviser to the Union State Secretary Aleksei Mednikov were proposed as deputy chairmen.
The committee’s membership was also approved. It comprises 14 members: six representatives from Belarus, including officials from the State Committee for Standardization, BelGISS, BelGIM and BGCA; six from Russia, representing the Ministry of Industry and Trade, Rosstandart, Rosaccreditation and the Russian Standardization Institute; and two representatives of the Union State Standing Committee.
The participants approved the work plan of the Union State Committee on Standardization and Quality for 2026-2027. The document covers more than a dozen areas, including work on implementing relevant Union State priorities, developing standardization and conformity assessment, digitalization, preventing technical barriers to trade, promoting lean management and other areas.
To continue drafting regulations on the Union State standards library, the participants supported a proposal by Rosstandart head Anton Shalaev to establish a working commission. The draft document is expected to be considered at the committee’s next meeting, scheduled for October during the 6th international technology forum Russian Week of Standardization 2026 in St. Petersburg.
The state secretary of the Union State wished the participants success, noting that the new body is expected to help streamline technical regulation across the Union State, improve its effectiveness and expand the range of issues addressed.
