A seminar meeting at the Parliamentary Assembly will be held on October 22 in Kaliningrad

On October 22, 2026, a meeting of the permanently operating seminar at the Parliamentary Assembly of the Union of Belarus and Russia on issues of building the Union State will be held in Kaliningrad on the topic "Realization of the Rights of People with Disabilities: Achievements and Unresolved Problems."

The event will be attended by deputies of the Parliamentary Assembly, representatives of the Standing Committee of the Union State, relevant ministries and departments of the Republic of Belarus and the Russian Federation, the Legislative Assembly and the Government of the Kaliningrad Region, as well as experts and heads of organizations providing social protection for people with disabilities.
Seminar participants will discuss issues of establishing uniform standards for rehabilitation services, harmonizing legislation and the practice of its application in forming common approaches to the social adaptation of people with disabilities in the Union State.
Based on the results of the meeting, a document will be prepared containing practical recommendations aimed at further improving the legislation of Belarus and Russia in the social sphere, as well as developing promising joint projects in the field of accessible environment and social integration in the Union State.
On October 21, seminar participants will visit the Russian company "Fabrika Observer." The enterprise specializes in the development and production of wheelchairs and related equipment. During the visit, it is planned to conclude a memorandum on cooperation in the social sphere with a Belarusian enterprise.
The permanently operating seminar at the Parliamentary Assembly of the Union of Belarus and Russia on issues of building the Union State was created on the initiative of Union parliamentarians and began its work in 2006. Traditionally, the seminar brings together representatives of academic circles and supporters of the integration of Belarus and Russia. The format of the event makes it possible to examine in detail current issues of cooperation between the two countries within the framework of the Union State, and the high professional level of the participants allows for developing solutions on issues of further development of Belarusian-Russian relations.
