Turchin: the Development Bank's strategy until 2030 should be linked to the five-year program

The strategic plan of the Development Bank until 2030 should be aligned with the priorities and objectives of the five-year socio-economic development program. This was stated by Prime Minister of Belarus Alexander Turchin during a meeting of the Supervisory Board of the Development Bank of the Republic of Belarus, BelTA has learned.

"Today we are holding the final meeting of the Supervisory Board in full this year. Today, the most important issue is the strategic plan of the Development Bank for 2026-2030. Last week, a large-scale event took place - a meeting of the All-Belarusian National Assembly, and the program of social and economic development for 2026-2030 was adopted. Our strategy should be clearly aligned with this program. We will review this document today. We need to understand our goals, objectives, and priorities. Today, the Development Bank is an instrument of the government, which is primarily responsible for the development of the country," said Alexander Turchin.

Sergey Stolyarchuk, Chairman of the Board of the Development Bank, stressed that the bank's new strategy is indeed fully integrated into the program of socio-economic development of Belarus for 2026-2030. "The Development Bank provides the necessary tools to achieve the goals that the business has set for itself in various directions. We are announcing an updated product line to support investment projects. What's new? This is tourism support - this product allows you to finance projects for up to 15 years at 6% per annum. It is also a product in the field of supporting promising industrial production - when we talk about biotechnology, unmanned aerial vehicles and, of course, robotics. The Development Bank will play an important role, including in the field of digitalization and the creation of a platform to support small and medium-sized businesses. In general, the volume of economic support in all areas of activity will exceed Br40 billion," he said.

Strategic cooperation is being built with Russia in the field of support and promotion of Belarusian products through state corporations and regional centers of the Russian Federation. The last project concerned financing the supply of MAZ buses to St. Petersburg - more than 100 units of equipment.

"The share of the Russian component in tractors, in BelAZ, in principle, is more than 50%. And this creates opportunities for cooperation with the Russian Export Center and with banks of the Russian Federation to support jointly manufactured products not only in Russia, but also in third countries. That is, in fact, by financing machine-building products, which consist of Belarusian and Russian components, we support the exports of both Belarus and Russia. Therefore, appropriate joint instruments will be introduced with the development institutions of the Russian Federation. Financial support tools allow us, first of all, to become more competitive in foreign markets and come to distant countries, including Latin America, Africa, and the Asian region," Sergei Stolyarchuk said.

The results of the five-year plan were also summed up today. "The implementation of our five-year strategic plan is coming to an end in 2025. We can already see that all the tasks set by the Supervisory Board have been completed and even exceeded by 30%," said Sergey Stolyarchuk. In other words, the total amount of financial support over the five-year period exceeded the planned amount by a third.

During this five-year period, the Development Bank was very active in implementing regional and import substitution programs. The number of export-oriented and efficient commercial projects has increased by almost 5 and 8 times, respectively. The share of exports of Belarusian products financed by the bank has almost tripled. "Now the Development Bank is a kind of locomotive of export support. The number of countries to which we support exports has also tripled," said the Chairman of the bank's Management Board.
 There are more than 5,000 effective projects in the area of support for small and medium-sized businesses. The contribution of SMEs financed by the bank to the total revenue of the sector increased 1.5 times, and to the total number of employees in the sector - 2 times.
