Lukashenko signs decree on employer responsibilities when hiring foreign workers

On 21 May, Belarusian President Aleksandr Lukashenko signed Decree No. 202 "On enhancing the role of employers in labor migration". This decree establishes the employer responsibilities when hiring foreign workers, BelTA learned from the press service of the Belarusian leader.

In order to strengthen regulations on hiring foreign workers, excluding citizens of Eurasian Economic Union member states, employers are assigned additional duties. These include visiting foreign workers at their homes to assess living conditions and take necessary measures to tackle problems, if any, and informing relevant state authorities. Employers should also arrange mandatory language tests for migrants in Russian or Belarusian.
A labor contract with a migrant worker must be signed within 30 days of their arrival in Belarus. Temporary transfers of such workers to another employer are prohibited to prevent unauthorized employment without following proper procedures for hiring foreign specialists.
Employers will also be required to monitor migrant workers' activities and living conditions, including appointing individuals responsible for oversight.
Failure to fulfill these obligations will result in administrative penalties for employers and early termination of the labor contracts and expulsion from the country for migrant workers.
