Russia’s Ulyanovsk Oblast proposes joint production of machine tools with Belarus

Russia’s Ulyanovsk Oblast has proposed setting up a joint venture with Belarus to launch the production of “Union State machine tools,” Governor of Russia’s Ulyanovsk Oblast Aleksey Russkikh told journalists following a meeting with Belarusian President Aleksandr Lukashenko in Minsk on 29 September, BelTA has learned.

According to him, the meeting focused on several initiatives brought by the Russian region’s business community representatives to the INNOPROM exhibition in Minsk.
“We propose establishing a joint venture for the production of a ‘Union State machine tool’ on the premises of the Ulyanovsk Machine Tool Plant together with the Belarusian machine-tool holding company,” Aleksey Russkikh said.
The governor explained that previously, the plant in Russia hosted an enterprise of the German-Japanese DMG MORI group, but after the imposition of sanctions, the company left Ulyanovsk Oblast. “The new management team has resumed the production of machine tools. Now I can say with pride that they have become much more accurate than the German-Japanese ones,” he noted.
A decision has now been made to establish a working group with the Belarusian side. It will determine the main areas, specifying exactly which machine tools to assemble and what is most in demand and sought after on the domestic and foreign markets.
Another promising proposal concerns the Belarusian Railways, specifically the repair and supply of track maintenance machinery. One of the Ulyanovsk companies produces this specialized equipment. “Aleksandr Grigoryevich [Lukashenko] promised to give instructions so that we can study this topic more deeply,” the governor said.
“I am confident that these two areas represent growth points for future relations between Ulyanovsk Oblast and Belarus,” he emphasized.
As reported by BelTA, trade and economic cooperation between Belarus and Russia’s Ulyanovsk Oblast has been dynamically developing in recent years. Belarusian exports to this region are constantly increasing. For instance, in 2021, they amounted to about $32 million, in 2023, they grew to $44.3 million, and by the end of 2025, they practically reached $80 million. Belarus mainly supplies particle boards, radiators, ferrous metal air heaters and their parts, air conditioning units, and electronic integrated circuits.
Bilateral trade also shows positive dynamics: $97.2 million in 2024 and over $125 million in 2025 (a 29% growth).
