About the programs of the Union State 

- I must say that a lot of work has been done in accordance with the plans that were initially set for us by the decisions of the supreme bodies of the Union State. At the same time, there were a lot of new initiatives.

 I would like everyone who is not indifferent to the work of the Union State to know well and imagine what we are doing. 

Over the past year, 7 Union State programs have been implemented. This includes a program such as "Intelauto". It's coming to an end. This is a very important program, which was devoted to the development of electronic tools for our vehicles of various purposes. The implementation of the results of this program will make the work of special vehicles and public transport more comfortable, accurate and safe. This is a program, the results of which will affect many of our citizens. 

The program for the development of new photonics tools is very important for space, where the key issue is the solvability of photographing the Earth's surface. Thanks to the results of this program, our spacecraft will see better and distinguish objects more accurately. This is very important both for the national economy and for special tasks, and will generally improve our information and space field. 

In the same area, it is important to note the development of Earth sensing programs. The Union State traditionally does a lot of work in this direction. The implementation of one of the programs that will improve the quality of our satellites that probe the Earth's surface is coming to an end. 

I won't talk about special programs. They are also being successfully implemented and contribute to ensuring our national security, defense capability and the reliability of all structures of the Union State.

About the awards of the Union State 

I must say that this year our activities in the field of scientific and technological development have become more open. We have awarded the best developers of new technical achievements. A Prize in the field of science and technology of the Union State was awarded. 

For the first time, a competition was held among young scientists. The results were summed up and Prizes were awarded to the young scientists who worked together. They have implemented joint scientific and technical projects, including within the framework of the Union State programs. 

It is important to note that our work on the socio-economic development of the Union State has also received a number of new impulses. Looking ahead, I can say that starting next year, the "Soyuz-Biomembranes" program will be implemented, which will have a very important social significance in terms of healthcare development. Our scientists will have to develop a stand on which they will test the effect of certain drugs on cells, how they pass through the cell membrane, and how effective the action of the drugs embedded in these drugs is.

On the development of tourism and subsidizing cross-border transportation in border regions 

A Tourist information Center will be created. This is one of the important areas of our joint work. Recently, at the All-Belarusian National Assembly, President of Belarus Alexander Lukashenko said that we should double the volume of tourist services. And this is only on the territory of Belarus, which requires more attention, more involvement in this process of hundreds of thousands and millions of citizens who are interested in our monuments, nature, social infrastructure and visit: Russians – Belarus, and Belarusians - Russia. 

For this purpose, the Tourist Information Center will be launched in Smolensk. His task, of course, is broader - to create a common information network. 

In addition, two very important projects will be implemented to subsidize cross-border transportation between neighboring regions. We have prepared all the necessary documents for the two routes Smolensk-Vitebsk and Smolensk- Orsha, including the provision of subsidies for needy citizens, so that the tariffs for these, in fact, suburban transportation between neighboring regions, are affordable and would not exceed the corresponding tariffs of motor transport.

About cooperative projects

The most important issue is the implementation and support of our cooperative projects. The scientific and technical programs that we are implementing are creating a foundation for the future. And at the moment, the most important task is to organize joint productions, ensure cooperation in creating high–value-added goods, and expand economic opportunities through a combination of competitive advantages. And for these purposes, a regulation has been prepared on subsidizing interest rates on loans that are attracted for the creation of such joint ventures, the implementation of joint projects and the organization of joint activities.

We hope that this tool will allow us to significantly enhance the joint work of our enterprises in all areas of activity.

About the Committee on Standardization and Quality

We have also prepared a number of initiatives that, I think, will be supported by our highest authorities. This is the opening of a new direction in the work of the Union State - standardization and quality. An issue that affects all citizens and all enterprises of the Union State. This is not only the compliance of our products and imported products with the requirements of technical regulations, but also with the requirements of modern standards.

This is a common struggle to improve the quality of our products and to protect the rights of consumers. A Committee on Standardization and Quality of the Union State will be established for these purposes.

About social and cultural events

The most important area of our activity is social and cultural events. There were 29 such events last year. Eight of them were held for the first time. These are events dedicated to the 80th anniversary of the Victory, including concerts and patriotic meetings, actions, and a patriotic Forum.

We helped "Dobrovision". I think this is a very interesting and important initiative. Many people have seen the "Dobrovision" concert. It is a good example of how to develop our traditional values and help folk groups go on the air. 

For the first time, we participated in "Listapad" Film Festival, where a special US prize was presented – "For the spiritual, moral, historical and cultural values of the Union State."

We are doing a lot of work with young people. A meeting of student groups and sports competitions were held. Today, the basis for a common youth policy has been prepared, and a Youth Policy Strategy is being developed.

I cannot but say that in the past year two large social projects of the Union State were organized. These are the major repairs of a number of objects of the Brest Fortress and the creation of a certain part of "the Buynichi Field" exhibition complex, which was opened by President of Belarus Alexander Lukashenko.

I must say that the number of decisions, regulations and other documents that we deal with is in the hundreds.

About the most important events of 2025

From what I have said, the most important thing is the continuation of the implementation of scientific and technical programs of the Union State. This is a series of events that were held in connection with the 80th anniversary of the Victory. This is a holiday that unites our peoples, and as part of this date, we have done a lot of work on publishing, museum and exhibition activities, and events dedicated to the historical memory and heroes of the Great Patriotic War.

About the Scientific Expert Council

This is also our analytical work. This year, the Scientific Expert Council started working for the first time. This is such a springboard for the formation of the future Union State, where promising issues of our development are discussed.

Over the past six months, several fundamental discussions have been held on the most important issues. The investment platform of the Union State has been worked out, which will soon be proposed for consideration by our governments. Among other things, a project has been implemented to compare the pricing systems of Belarus and Russia. This is an essential topic that many commodity producers stumble upon who do not understand how the pricing system works in another state of our Union.

As a result of this discussion, a special analytical note will be issued that will explain to business entities the nuances of pricing regulation in Belarus and Russia. 

Promising areas and new technologies in transport were considered, such as SkyWay transport, which we analyzed in detail and asked our Ministry of Transport to discuss their possibilities at its scientific and technical councils, which was done in Russia.  

The Scientific Expert Council unites scientists from our countries who work on joint projects, who have breakthrough ideas and directions, including not only technical, but also macroeconomic ones. In particular, we discussed possible scenarios for the economic development of the Union State. In the near future, we will hear the draft Strategy for the advanced development of the Union State. 

For the first time, the Standing Committee was established as a Standing Committee. We started collecting it on a regular basis. The Standing Committee meets almost every week. More than a hundred questions have been worked out. These are 130 solutions that create the fabric of our collaboration, and they are provided to all of our partners. 

Naturally, we work closely with ministries, departments, and the Parliamentary Assembly. This foundation of the Union State must be expanded and strengthened.

On the Supreme State Council in 2026

The agenda of the Supreme State Council is well known. It includes traditional issues: the results of mutual trade, general information about the economic development of the Union State.

And there are new issues, such as the adoption of decrees, which I have already mentioned, and which will make it possible to launch cross-border railway services at affordable rates. This will require subsidies and a corresponding decree from the Union State. I hope that a Committee on Standardization and Quality will be established. So the whole agenda has been worked out and agreed upon. We are only waiting for the date.

About the events in Brest in 2026

We hold events in Brest every year. On June 22, there is a requiem concert, which recalls the difficult years of the beginning of the war.

Next year will mark the 85th anniversary of the attack on our country by the Nazi aggressors. On this day, the reconstruction of this event takes place in "the Brest Fortress". We are constantly working with the museum complex of "the Brest Fortress". The project of the Union State for its reconstruction is being implemented. For us, this is a permanent job site. I think that in 2026 there will be a particularly significant event in which we will not only remember the heroes of the Great Patriotic War, the victims, and the common feat of our people, but also talk about the future, about cooperation between our regions.

About social insurance

One of the most important tasks is social insurance. It is clear that our motorists are very active, and the unification of standards that allow us to cross the border and drive through the territory of each of our states without problems has made life easier for our motorists and professional drivers.

I would like to draw attention to the importance of the issue of social insurance and social security. This is where the largest flow of citizens' appeals is taking place. Based on the principle of equality of rights, citizens who have a residence permit in another State of the Union are entitled to all the same social benefits and rights as citizens of this State.

There is still a lot of work to be done here, but we are gradually achieving the alignment of rights.
