Union State MPs say that the launch of CPT of Union State’s system is planned on April 23rd of 2025

Parliamentary Assembly Commission on Legislation and Regulations was held in Minsk on April 15th of 2025. Union State MPs discussed the progress on implementation of model legislation act of Union State “On the system of mandatory insurance of civil responsibility of vehicles owners of Union State”, PC press office reports.

Note: Model legislation act of Union State “On the system of mandatory insurance of civil responsibility of transport owners of Union State” was approved on 64th Parliamentary Assembly session and is meant to create a system of mandatory insurance of civil responsibility of transport owners of Union State.
Implementation of model legislation act is carried out by making changes in Republic of Belarus and Russian Federation legislation with following approval of the Rules of insurance system of Union State and other acts, developed by professional associations of insurers.
The deputies were provided with information on each of the stages of the implementation of the model legislative act.
The parliamentarians stated that on the first stage, Federal Law No. 435-FZ dating back to November 30th of 2024 "On Amendments to the Federal Law" was issued in Russia.
On the January 1st of 2025 the law of the Republic of Belarus, dating back to January 5th of 2024 No. 344-Z “On insurance activity” was issued and A decree of the President of the Republic of Belarus has been issued on the March 18th of 2025 No. 108 “On the mandatory insurance of civil responsibility of vehicles owners”, specifically in part about implementation of model legislation act.
On the second stage of implementation of model legislation act the Rules of insurance system of Union State were developing, the procedure and conditions, according to which the implementation of the insurance of civil responsibility of vehicles owners, registered on the territory of government-participant and temporarily on the territory of the other government-participant, were determined. Also, work was underway to establish insurance tariffs and contributions from the insurance system of the Union State.
The deputies – members of the Parliamentary Assembly's Commission on Legislation and Regulations, in accordance with the information provided, stated that the work on the implementation of the model legislative act of the Union State "On the system of mandatory civil responsibility insurance for vehicles owners of the Union State" had been completed. It was decided to consider April 23rd of 2025 as the start date for the launch of the mandatory civil responsibility insurance system for vehicle owners of the Union State.
